NCC Section J (Part J) Reports

We prepare Section J DTS Reports and NCC energy efficiency compliance advice for commercial buildings, fitouts and other developments.

What is Section J?

Section J is the mandatory NCC energy efficiency assessment for commercial buildings, ensuring compliance with minimum requirements for the building envelope, glazing, lighting and services.

A Section J assessment ensures a proposed building minimizes energy use, reduces greenhouse gas emissions, and improves occupant comfort. It typically evaluates the following core areas:

  • Building Fabric: The insulation and thermal performance of the roof, walls, and floors to minimize heat transfer.

  • Glazing: The efficiency of windows and glass doors in reducing unwanted heat gain or loss.

  • Building Sealing: Measures to prevent air leakage through gaps, drafts, and openings.

  • HVAC Systems: The efficiency of heating, ventilation, and air conditioning equipment.

  • Lighting and Power: Requirements for energy-efficient artificial lighting and power systems.

  • Hot Water & Pool Heating: Efficiency requirements for heated water plants.

  • Energy Monitoring: Facilities to measure and manage building energy use over time.

J1V3 Performance Based Solutions

For projects where a Deemed-to-Satisfy (DTS) assessment is not suitable or does not achieve compliance, Better Home Performance can undertake J1V3 performance-based energy modelling. J1V3 uses detailed computer simulations to assess the proposed building as a whole, allowing trade-offs between different building elements such as glazing, insulation, shading and building services.

Compared to the prescriptive DTS pathway, J1V3 provides greater design flexibility and can often achieve compliance without costly redesigns or overly conservative specifications. This approach is particularly beneficial for buildings with large areas of glazing, complex façades, unique architectural features or challenging site constraints.

Our modelling helps project teams identify practical and cost-effective compliance pathways while maintaining the design intent of the building and satisfying the performance requirements of the National Construction Code (NCC).

Frequently asked questions

What is a Section J report?

A Section J Report is an energy efficiency assessment required under the National Construction Code (NCC) for most commercial buildings. The report demonstrates that the building complies with the minimum energy efficiency requirements for elements such as the building envelope, glazing, insulation, lighting and building services.

What is the difference between a DTS and J1V3 assessment?

A Deemed-to-Satisfy (DTS) assessment follows the prescriptive requirements of the NCC, while a J1V3 assessment uses detailed computer modelling to demonstrate that the proposed building achieves equivalent or better energy performance. J1V3 provides greater design flexibility and can often achieve compliance where a DTS assessment cannot.

Which buildings require a Section J report?

Most Class 3, 5, 6, 7, 8 and 9 buildings require a Section J assessment as part of the building permit process. This includes offices, retail tenancies, warehouses, healthcare facilities, schools, childcare centres and apartment buildings.

What documents do I need to provide?

Typically, we require architectural drawings, elevations, floor plans, glazing schedules and details of proposed building services. The level of information required will vary depending on the stage of the project and the compliance pathway being pursued.
